NYC Building Updates: What Boards Need to Know Now (DOB, Local Laws & More)

New York City’s regulatory environment continues to evolve, and staying informed is essential for every board and property manager. Below are recent updates affecting residential buildings across the city.


1. DOB Expands Enforcement on Local Law 11 Cycle Inspections

The Department of Buildings has increased audit activity for Cycle 10 filings. Buildings with façade deficiencies should prepare for stricter review and potentially expedited repair timelines. Boards are encouraged to start planning early to avoid penalty escalation. Please refer to the graph below for timing:

2. Local Law 97 Carbon Emission Caps Tighten

Beginning in 2024 and accelerating into 2030, stricter thresholds are now in effect for many mid-sized and large buildings. Boards should evaluate energy consumption, discuss retrofitting options, and consider available incentives such as NYSERDA programs.


3. Local Law 152 Gas Line Inspections Deadlines Adjusted

Some inspection windows have been updated based on community districts. Ensure your building’s inspection cycle is current to avoid fines.


  • January 1, 2026 – December 31, 2026: Buildings in Community Districts 4, 6, 8, 9, 16

  • January 1, 2027 – December 31, 2027:Buildings in Community Districts 11, 12, 14, 15, 17

  • January 1, 2028 – December 31, 2028: Buildings in Community Districts 1, 3, 10



4. New Scaffold Safety Regulations Under Review

Pending updates aim to modernize longstanding scaffold rules and improve worker safety. These changes may affect façade work costs and project timelines. We will continue to monitor and update our clients as new regulations become official.


5. Fire Safety Notice Updates

Property managers must ensure updated materials are distributed and posted correctly.
